Resolution 2026-04

“The East Ohio Conference and Disabilities”

Whereas: the Lord Jesus Christ set the example of ministering to those with disabilities as a priority of his earthly ministry.

Whereas: we as United Methodists have a policy of “Open Hearts, Open Minds, and Open Doors”.

Whereas: people around the world are affected by disabilities caused by land mines, war, disasters and natural causes, and one in five Americans have one or more disabilities.

Whereas: The Book of Discipline of The United Methodist Church, in paragraph 2533.6, mandates that each local church remove barriers to full participation for people with disabilities. In addition, it requires trustees to conduct annual accessibility audits of buildings and grounds focusing on parking, entrances, restrooms and communication.

Whereas: The Book of Discipline of The United Methodist Church, in paragraph 140 calls the church to be an inclusive church. This means the freedom for total involvement of all persons who meet the requirements of The Book of Discipline in the membership and leadership of the church at any level and in every place.

Whereas: United Methodist Resolution 3002, “The Church and Disabilities”, requires that The United Methodist Church supports the full implementation of the provisions of the United Nations’ Standard Rules and the Americans with Disabilities Act. In addition, it urges all congregations and agencies to implement and enforce the provisions of the Standard Rules, ADA, and all disability-related programs within every area that members of The United Methodist Church reside with the same vigor and interest as they would any other law affecting their able-bodied constituency. Furthermore, the General Conference of The United Methodist Church will show its adherence to the Standard Rules and ADA by meeting in an accessible location and budgeting for accommodations needed by delegates and non-delegates.

Therefore, be it resolved, that the East Ohio Conference shall urge each local congregation to submit annual Accessibility Audits and take steps to improve accessibility for persons with disabilities.

Be it further resolved: that the East Ohio Conference consider providing accessible accommodation for persons with disability at all meetings, assemblies and conferences and urge that conference boards and agencies do the same.
